This is not a bill to worry about. In a nutshell, (for those of you who can't read legalese" it says that if someone wants to use your artwork they must conduct a "reasonable" search for you and get your permission. They must document the fact that they tried to find you at the Federal Register of Copyrights and at the site they found your work (using available technology). If they can't find you, they are able to use your work at their discretion. If you find out about it and claim your copyright, they must cease using it, and if they used it for a commercial application, they owe you royalties. All this is doing is letting people use your work if they can't contact you. So if you get a devious note from someone asking permission to use your work, ANSWER IT!!! If you say no they still cannot use it.
